The Committee on Rules of Procedure of the Parliamentary Assembly of the Council of Europe, which will submit to the PACE a draft amendment to the rules for imposing sanctions, has supported amendments to the document that make it impossible for Russia to “forgive”, writes UNIAN.
The main proposal concerns the principle of voting for sanctions. As is known, the resolution proposes to raise the voting threshold to 2/3 of votes (now – 1/2), which greatly complicates the imposition of sanctions on Russia. Instead, the Ukrainian amendment leaves the rule 1/2 for a series of sanctions, including depriving Russians of the right to vote. The second proposal forbids participation in the PACE by parliamentarians elected by voters in the occupied territories, in particular in the Crimea.
