The new Electoral Code provides for the introduction of a party-list proportional representation system for the elections of people’s deputies, as well as the change of the electoral system at local elections. 230 people’s deputies voted in favour of this decision.
It is worth mentioning that the extraordinary elections of people’s deputies, which will take place on July 21, will be held under the old electoral legislation.
The draft Election Code, which provides for open lists and the abolition of the majoritarian system, was adopted in the first reading in November 2017. However, since then, it bogged down at the stage of the second reading – an unprecedented number of amendments (almost 5000) have been submitted to the document, thus delaying its consideration.
After the inauguration, President Volodymyr Zelenskydissolved the Verkhovna Rada and introduced his draft, which provides for the abolition of the majority system, but keeps closed lists.
Deputies did not include this project in the agenda. After that, Zelensky issued a decree on the appointment of early elections on July 21, which automatically means – elections to the Parliament will take place under the old mixed system.
