While the last hundredths of a per cent of the votes are being counted, in the Office of the President they want to dismiss the Head of the Kyiv City State Administration Vitaliy Klychko and made the request to the Cabinet of Ministers. How people reacted to it on the net, and what Kuchma and Yanukovych have to do with all that ‒ read in the reactions from Opinion.
Are you intrigued with Kuchma and Yanukovych? Then I will explain right away. As the journalist and publicist Serhiy Rudenko noted, this is the third attempt to dismiss the elected mayor of the capital from the post of chairman of the Kyiv City State Administration (KCSA). Past attempts were under the presidency of Leonid Kuchma and Viktor Yanukovych, and now Volodymyr Zelensky joins the club.
Will the government of Groisman dismiss Klychko? It is difficult to say, but, for example, the Minister of Infrastructure, Volodymyr Omelyan, stressed that if the decision to agree on the dismissal of Klychko will be announced at the Cabinet meeting, he would vote against it. Omelyan notes: citizens should choose their own mayor, and the mayor should not be appointed by officials.
Journalist Danylo Mokryk also made a similar thesis. The author admitted that in many ways he did not like Klychko as a mayor, but more importantly, he was elected by the Kyiv residents, and twice.
Journalist Serhiy Grishyn also called on not to decide for him and for all the Kyiv residents. After all, in the autumn of 2020, there will be elections, when Kyiv residents themselves will choose a new mayor. And the President will appoint him the head of the KCSA. In case Zelensky and his team are bored, the journalist offered to “fire” Vilkul Sr., the mayor of Kryvyi Rig.
Subsequently, Grishyn added: the one who will be appointed as the head of the KCSA, regardless of the last name, will not have to make the life of Kyiv residents better. He or she will come to redirect the flow. After all, Kyiv is a resource city. And from this, in the opinion of the author of the note, Kyiv residents will be the first to suffer.
Social activist and blogger Andriy Smoliy called the whole situation “usurpation”. They say that the capital is a strategically important city for any government, and it is important for Zelensky himself and his team to control the processes in Kyiv. Smoliy notes: to destroy local authorities and split power, appointing separately the head of the KCSA, is “the pinnacle of cynicism in Yanukovych regime style”.
Taras Shamayda, a social activist and co-author of the law on language, also called such President’s initiatives “usurpation things”. After all, there is a decision of the Constitutional Court, according to which the mayor of Kyiv, exclusively elected by the people of Kyiv, should head the Kyiv City State Administration. Who exactly ‒ it is up to people of Kyiv to decide on the elections.
Blogger and entrepreneur Valeriy Pekar assured that he was ready to take to the streets for the metropolitan authorities. Not for the mayor, but for the rights of the people of Kyiv, who should choose independently.
However, the People’s Deputy of the eighth convocation, Ihor Mosiychuk, called the attempt to dismiss Klychko from the post of Head of the KCSA the intention to “finally restore order in the capital and take the first step towards early local elections”. Well, we recall that this very Mosiychuk recently withdrew his candidacy from the parliamentary elections in favor of the scandalous journalist Oleksandr Dubynskyi, who was a majoritarian candidate from the Servant of the People party.
The deputy editor-in-chief of Ukrainska Pravda, Yevgen Buderatskyi, is convinced that appointing “their” head of the KCSA, and not the current mayor, is a violation of the law. If the President’s team is very eager to appoint Oleksandr Tkachenko, the 1+1 TV-channel general director, as the head of the administration, then, according to the journalist, let him show something in the role of an official first.
The adviser to the chairman of Dnipropetrovsk Regional State Administration Yury Bogdanov also emphasizes the fact that people of Kyiv themselves must choose. However, the author suggests the President’s team be engaged in something more useful. For example, decentralization, privatization, or land reform.
Oleksa Shalayskiy, the chief editor of the online publication Our Money, noted that in a year he will definitely vote against Klychko as a mayor. But in a year. And it will happen in the elections, and not when “overseers from Zelensky” want.
The Deputy Minister for Temporarily Occupied Territories and Internally Displaced Persons of Ukraine, George Tuka, also did not appreciate the initiative to distribute the posts of mayor and head of the KCSA. Because, in his opinion, this will inevitably lead to a crisis between the city council and the head of the administration. A lawyer and an expert in the field of anti-corruption policy Oleksandr Lemenov considers this whole process in a purely political context, he says that now they just want to make Klychko “the non-executive figurehead”.
