On August 2, the US State Department announced on its website the introduction of a second sanction package on Russia because of the poisoning of a former intelligence officer, Sergei Skripal, and his daughter, Julia, in the United Kingdom.

The sanctions will come into force on August 19. They stipulate that US banks will not be able to participate in the initial sale of sovereign debt, not denominated in rubles, and provide loans to the Russian government.
