Russian Human Rights Commissioner Tatiana Moskalkova suggested concluding an agreement between Ukraine and the Russian Federation that would end criminal prosecution of Russians and Ukrainians on a parity basis.

“I consider it appropriate to enter into an interstate agreement on the settlement of the legal status of persons having the citizenship of Russia and Ukraine in the long term and wish to return home which could, among other things, resolve the issue of termination of criminal proceedings against them on a parity basis,” said Moskalkova.

Moskalkova noted that the exchange of detained citizens between Russia and Ukraine on Saturday should become part of a systematic program of action to “de-escalate the conflict, normalize relations between Russia and Ukraine, and stabilize the situation in the South-East of Ukraine.”
